PCRB Eliminates Anniversary Rating

Bulletin – Tuesday, May 16, 2017

A long standing certainty in the Workers Compensation world has come to an end.  Both the Pennsylvania Compensation Rating Bureau (PCRB) and the National Council on Compensation Insurance (NCCI) have eliminated the  Anniversary Rating Date (ARD) rule.  The ARD rule originated in 1923 and is unique to Workers Compensation .  Its intent was to ensure that in the event of a midterm policy cancellation, the re-written policy would use the same rates that applied to the cancelled policy.  An insured could not cancel his policy to take advantage of a decrease in bureau rates for his governing class of business.  You can read the PCRB's FAQ document to learn more about this change.
